Why I get above message when using "s" command for saving locally
what was in the imap server?

I get the message when saving from imap.gmail.com, but not when
saving from the newsreader.

Is that a problem of the google imap server?

In IMAP every message has a size, and that size is sent to the client
before it actually saves the message. However, Gmail does not compute that
size correctly. It overestimates it, making the real message have a
smaller size (hence the "shrank" part of the message.) Because of this, it
might seem like some data was lost, when in reality, nothing bad happened.
That is, you got the full message, nothing was lost.

You can safely ignore such messages in the future. I do not know of any
server that computes the size incorrectly and sends an incomplete message.
Alpine is just giving you too much information that really amounts to
nothing happened, and so think of it as a warning.

I hope this helps.
